The purpose of the Civil Service Commission is to provide for the filling of vacancies in the departments by establishing an equitable and effective method of bringing competent employees into the service, promoting present employees into positions of higher rank, and providing for the reinstatement and discharge of full-time paid members as provided by the Act. Applicants for entrance into the Fire Department shall take three (3) tests in the following order:
1. A written test, which is graded and scored.
