The Utilities Department is headed by Director of Utilities, Larry Campbell. The responsibilities of the Utilities department are to provide for the highest possible quality in water distribution and waste water treatment to the residents and customers of the City of Cadillac.

Cadillac’s Utilities Department is one of two enterprise funds operated by the city. As an enterprise fund we are required to function as a business, generating our own revenue through the sale of water and waste water treatment.

Mr. Campbell began his employment with the City of Cadillac in 1981, as Wastewater Division Superintendent. He became the Director of Utilities in 1993. Prior experience includes eight years with Oakland County Department of Public Works as an operator and chemist. He has a Bachelor Degree in Chemistry from Oakland University. He holds a State of Michigan “Class A” municipal wastewater license and sixteen industrial treatment licenses. He is also licensed by the Michigan Department of Public Health as a D-2, S-4, and F-4 Water Plant Operator. Mr. Campbell is a member of the Water Environment Federation and the American Water Works Association.

 

 

The Utilities Department is comprised of 21 employees divided into four divisions. Administration is located within the City municipal complex. Responsibilities for the Distribution and Collection Division include operation of the public water supply, water distribution system, sanitary and storm water sewer collection system. The Water Resource Division operates Cadillac’s advanced wastewater treatment plant and contract operates the Local Development Finance Authority (LDFA) groundwater cleanup system. Our smallest division, Laboratory Services provides analytical testing to support departmental needs as well as contracts with other municipalities for specialized testing.
