DIRECTOR
OF UTILITIES
GENERAL
STATEMENT OF DUTIES :
To direct the operations
of the Utilities Department, including planning and organizing
to provide both adequate day-to-day operations and long
term performance of water and sewer facilities.
SUPERVISION
RECEIVED :
The work is performed under the general supervision of the
City Manager.
SUPERVISION
EXERCISED :
Directs the activities of all personnel assigned to this
department.
TYPICAL
EXAMPLES OF WORK :
An employee in this
class may be called upon to do any or all of the following:
(These examples do not include all of the
tasks which the employee may be expected to perform.)
Coordinate the preparation of preliminary
budgets of three major divisions; monitor final expenditures
for conformity to budget.
Develop departmental service policies;
participate in developing and approving equipment specifications.
Instruct divisional supervisors on policy
and service revisions, realigning personnel as necessary.
Oversee operations of the LDFA superfund
groundwater remediation site.
Coordinate Utilities activities with other
departments and governmental units to produce efficient
operations and eliminate duplication.
Approve all purchasing selections for each
division.
Participate in selection process for personnel
in each division.
Participate in departmental labor negotiations.
Participate in rotating weekend on-call
schedule for system alarms/emergencies.
Respond to various customer inquiries.
Coordinate public information efforts.
Keep informed on environmental law and
regulations and current developments in all areas of expertise
through professional memberships and extensive reading.
Direct efforts in meeting and responding
to various regulations.
Represent City Manager on specific projects
and/or operating policy matters.
Perform related work as assigned.
DESIRABLE
QUALIFICATIONS FOR EMPLOYMENT :
Thoroughly versed in the operation of major
city service programs.
Considerable knowledge of administrative
and management techniques and practices.
Knowledge of municipal utilities operations,
equipment and machinery.
Knowledge of planning and budgeting techniques.
Ability to communicate effectively both orally
and in written form with coworkers, government officials
and the general public.
Ability to supervise and coordinate the work
of support employees.
Employee shall have the necessary qualifications
and abilities to perform the duties of the position in a
safe and efficient manner so as not to pose a threat to
themselves, coworkers or the general public.
An
employee in this class, upon appointment, will have the
equivalent of the following training and experience:
- State
of Michigan Class “A” Wastewater and/or “D-1” Drinking
Water license
- A
bachelor’s degree emphasizing chemistry, biology, public
administration, or engineering.
- Considerable
experience in the operation of municipal utilities operations
or equivalent.
- Must
provide proof of legal working status in the United States
.
The
